Live rock is "live" because it has been in the tank long enough to become inhabited with beneficial bacteria. Dry rock will become live over time. If starting a new tank its best to add a small amount of "live" to the dry in order to "seed" the dry.
Using dry can be advantageous in a couple of ways. One, its cheap, two, it doesn't bring in any unwanted hitchhikers. It will take longer to establish the tank using dry rock though.
You can also take the time to play with the rock while its dry o find the aquascape you like, outside of the tank.
