you can seed dead rock if price is the major concern, isn't it always. you will need at least some LR to get all of the neat critters and bacteria needed to have a happy tank.
Mine is 200 lbs of Florida aquacultured liverock. If I had to do it over again, I would probably mix it up more, with some "dead " base rock, toped with liverock from various locations to increase biodiversity.
I have a 45g with 45lbs of brazilian and 8 of "base" rock. All of it was cured when i got it (about $8/lbs). It has been great, I had super cool stuff pop out of it within days.
Nicole, that is one of the primary reasons I wanted to find a reef club.
However , I have some homemade live rock and some dry HI Rock, mixed in with really good quality live rock. The HI rock is kinda white and needs a while to develop coralliine algae but it is great in a pinch and helped me buy more live rock (most of the base rock is also under the sand anyways.
