Not completely sure from you picture, but here is the general concept regarding how the reactor works.
You should have a circulating pump for the reactor and a power head in the sump that provides positive pressure to feed the reactor. The circulating pump continually pumps water through the media in a loop. A small amount of liquid is released from the loop back into your tank. The output of the power head in your sump adds new water to the reactor loop. CO2 is injected into the loop, typically on the input side of the circulating pump.
