I am new to saltwater and have just started doing research. I am not going to have a sump as my tank does not have an overflow. I want to keep it simple. I am also looking to keep cost at a minimum, but I do understand tht the skimmer is the most important equipment.

I have a HOB octopus and it does well for a 30 (rated for 135 gallons) there are many different models I would recommend one with a sicce pump

css is a decent skimmer, but for the money MSX or Octo are much better.

No, the MSX aren't hang on skimmers. The hang on Octopus:
http://anythingsaltwater.com/octopus-hang-on-the-back-protein-skimmer-bh100-p-1514.html would be a good choice. CSS skimmers could be a good choice as long as you get the 220 model. Its about the right size for a 75 gallon tank.

the octopus seems like a good price....would that size be enough for my 75, as it says up to 90 or should I go bigger??

Get one bigger if you can. Skimmer manufacturers ALWAYS over rate there skimmers. Its like some un-written law that they can't be honest about there skimmers and have to over rate them.
