For a FOWLR only absolutly no coral what should the salinity be?

Are you wanting to keep it low? If so, 1.017 is good. Otherwise they should be fine at 1.023 like a reef tank.

Well in a healthy tank they shouldn't get sick at all - if the specific gravity is within normal parameters :)

Many people with FOWLR stay around 1.017-1.018 to reduce the risk of ich, but if everything else is "right" it shouldn't really be an issue.

Actually I ran out of salt and the salinity for what I had came to 1.020. I just wanted to make sure it was okay or if I needed to to be a little higher.

Most marine fish can tolerate a wide swing of salinity - - I had a tank at 1.012 and one at 1.028 and they were fine in both cases. The good news is parasites like a very narrow range of salinity, so this keeps them off the fish.
