mythrax crabs (emerald crabs) have been said to eat bubble algae.

woops my bad... I misread your post. Bubble caulerpa eh? I don't think I've ever heard or seen that. Do you mean Racemosa? which is grape caulerpa and looks like little bubbles. Anyway, I've seen tangs eat that stuff. I'm sure a foxface would probably also eat it.
