Yes, people have made denitrators. They are commonly called Coil Denitrators. Try doing a Google search for "DIY Coil Denitrator" and it should net you a gaggle of results
As for the RODI making lots of waste... its not really a waste, you can use the water. You can use it for anything that you would normally use tap water for, like cooking, watering plants, washing laundry. Think of it like this... people buy filtration systems that they put under their sinks for dechlorinated tap water. You get the same thing out of the RODI waste line, filtered and dechlorinated water...
