I set up a 10G nano for my daughter a few weeks ago. I used new dry sand but LR and water from my own tank. There was no noticeable cycle in terms of Ammonia, NO2, NO3. I have had some mini blooms of algae but that's about it. I let it sit for a couple days to be safe, but otherwise have had fish, corals & inverts in it since about day 3. It' even has coralline growing on the back glass already.
I would say set it up and go, but I think I would use established water (I just used the water off of a WC on the big tank).
I would agree with luvmylo - Take some time to learn the tank and watch the parameters - you shouldn't get much of a cycle but I'd rather be safe than sorry
You will have a shorter cycle most likely, I would use the rock and some of the water and get new sand. and then check the water quality for a week or so,
