Personally I would just wash the new sand out to rid of the small particles and add it in lowly. Put the sand in a cup and lower the cup to the bottom then release. Everything can stay inside during the process.

I honestly dont think there is that much good stuff in those bags; nothing worth saving anyway. I've always rinsed my live sand with tap then with RODI before adding it to a tank. All of the tanks I've setup only went through a very small cycle if any.

You'll probably stress your live stock more by taking all the rocks out and stirring up what’s already there.
