Yes. Place the bag in an area with little turbulence so the media does not grind itself to dust or get sucked up against a pump suction.

Before adding anything, first make sure you have a phosphate problem using a reliable test kit. If you do have elevated phosphates your first thing is to locate the source like foods etc and make an attempt to reduce the phosphates that way.

If you still want to add Phosban start with 15 grams or about 1.5 level tablespoons of media and change it every couple weeks. Full dose would be 30 grams or about 3 spoons full but I prefer to run a half dose as a preventive measure rather than full dose as the risk of bleaching corals is much less.

Activated carbon is a good media to use but make sure it is good quality. Some of the discount brands can leach chemicals. Bioballs are OK for a fish only system but trap detritus and eventuall lead to nitrate problems with a reef system and corals don't like nitrates.
There are a lot of good threads for newbies if you do a little searching. Another good source for nano tanks is www.nano-reef.com which is pretty much nano specific.
