Yes, its possible without drilling it. Not sure why you would want to do it that way as it introduces un-needed complexity but you can do it. KISS - Keep It Simple Silly.

You are better off drilling holes and putting bulkheads in it though. Depending on what the tank is made of. The only way I would try to run an overflow box on a tank that small is if I flat couldn't drill it. Otherwise, it would get drilled.
