2 X65 w of PC is bright, but still not anywhere near too bright. You could put a 250W MH lamp over a 40 litre tank as long as you gave the corals inside enough time to acclimate.

Yes, you can glue corals. Ordinary gel superglue (cyanoacrilate) works fine, or any marine epoxy. The superglue will dissolve eventually, so should only be used on corals that will encrust over it. Epoxy is a bit harder to make stick, but works well for things like branching frogspawn or torches.

You can't really glue soft corals, because they get slimy and the glue wont stick. For those, people tie the coral in some way to a rock until they attach.

It should be enough if you keep them higher in the tank. I would start with montiporas, and see how you do.

Not sure how many hobbyists are around you, but keep your eye open for used MH setups. I got a 2 250w setup complete, with 4 bulbs, (2 newer, 2 older), for 200 US...

you can also use a toothpick and stick it through the soft coral base until it attaches then pull it out, but rubberband is better.
