im starting get a oily film on the top the water. how can i get rid of it? and is this normal?

Sounds as though you need more surface agitation and flow. It happens when the surface is too calm. The movement will also help with gas exchange!

point a powerhead at the top (at an angle) and get that water moving...this will clear it up in no time...
