I was thinking of getting a penguin bio-wheel filter 125 for my 9g is this a good choice or not

yes but i do not recommend using the wheel as they have a tendency to raise nitrate levels.

If it was me I would stick with the Aqua Clear line of HOB filters. They have a more user friendly media chamber. Plus all the medium size models use the same motor just different impellers so if need you can customize the flow rate through it by switching the impeller for a different one.
