No... Its not really watts because a 70 watt hqi halide compared to 150 watts powercompacts are not going to be the same. The halide setup will see better growth and color. Has more to do with the output, spectrum, intensity and area coverd. Also the depth of a tank should be considered too. Way to many varibles to say 10 watts per gallon will let you grow sps.... There should be no rule of thumb when it comes to watts per gallon.
