how much live sand do i need?

It depends on how deep you want your sand bed. I would say on average people go 2-3 inches.
as for cleaning, you can help yoruself by getting one of these to help maintian the glass between WC:

you can also get this to help clean the glass:

I use a toothbrush to scub the rock and some of those hard to reach places.
Basicly you clean the tank by getting as much crud as you can floating in the water before your WC then you do your water change to get it out.

In my freshwater i had a tube and i siphoned water out, is that all i do in marine aquarium too?

yup, you can use it to "vacuum" your sand bed

You will suck up some but with practice you will be able to get the nasty's out with out losing to much

Im just wondering, since im kinda on a low budget, does it matter if i don't get fish for awhile?
Like i just get rock, coral, sand, and inverts?

that's fine, my system was running for about 4-5 months before I got a fish.
You'll just want to watch your system real closely. As your pod population grows they may start picking at your coral, that's what happen to me, it also recently happened to someone else's nano too. Not something to wory about, but something to keep in the back of your mind as the months go on. For the most part Pod are harmless and benificial to your tank.
