take a look at the composition of artificial sea salt and you will see what I mean. We are constantly testing and adding elements to our water in an attempt to achieve something near what is present in nature. Add table salt to distilled water and you will have salty water.... ocean water is so much more.

I mean't that sea salt stuff, but thats it right?

Yes a salt mix like Instant Ocean and RO/DI or distilled water is just what you need

Correct NO TAP WATER.
we make ours in a big rubbermaid bin the garage, maybe your parents will give you part of the garage.

Im kind of pissed that i gotta spend around $200 on equipment, liverock, and coral. ><

Bio-load is the amount of critters you have
My 24g has a lite bio load 1 clown, 1 yellow watchman goby, corals a few crabs and snails
My 95 has a large bio-load with 9 fish and a lot more crabs snails and other mobile inverts

So if my 10 gallon is going to have a clown, a goby, corals and a few crabs/snails/shrimp, how often would i need to clean it?

I would try for 2-3 gallon water changes every week -
