Lighting on an Eclipse 3

Anybody have any cheap ideas for upgrading the lighting on an Eclipse 3 gallon...I don't want anything expensive, and I would like to be able to keep softies like Star Polyps, mushroom anemones, zoos, and some xenia...I don't know what lighting I need for those guys...also, what filter would you reccomend. I have a prizm I could try to adapt to the tank for a skimmer, or would a HOB with purigen work better? I would just like a cool little tank with the corals I listed and some small animal for movement...but I don't know what animals I could keep in there for movement? Any small shrimp or a REALLY tiny fish?

light it with a single 13 watt PC.....buy a ballast from homedepot, like $5,

Bulb and socket from hellolights-$20 with shipping at max. Thats a nice setup for on eclipse 3, and CHEAP!
