with alot of time and patience you most likely have high nutrient levels in you tank you need to find out why and target the source that cause the growth of the algae

the next time you do a water change you can pull the rock out with the HA and scrub it in the old tank water with a tooth brush. how long has the tank been set up? HA is a sign of to many nutrients or phosphates in the tank.

weekly water changes will help and a skimmer.
most of the time excess nutrients comes from over feeding
with a tank that is only three weeks old it has a ways to go.
