Going nano

I'm still in the process of building a 70 gal reef, but due to various issues it is going to be a few more months before I will have it going. I've been reading a bit on the nanos and I think that I want to feed my craving for the moment with something small and easily moveable. I was thinking a 10 gal. Question I have, though, is a nano harder to keep healthy than a larger tank? What is the recommended filtration? I don't want a sump or protien skimmer, it needs to fit simply on a table. What about water changes, frequency, quanitity? Any suggestions are welcome....

Thought of another question. Without an overflow, is surface scum going to be an issue? With the simple setup I am going for (no overflow, no sump) I can't think of a way to skim off of the surface?

I use the power head breaking the surface to keep down the film on top. I've never had a bigger tank But I do 3 gallons water changes every week or 5 gallons every 2 weeks if I get lazy (which is often)on my 24 gal tank.
