Cycling

I have a 10 gallon tank that I'm cycling with a damsel and LR. I'm over 3 weeks into it and amonia and nitrite are basically 0 and nitrate is 5 ppm. I'm trying to figure out if I can add some inverts or if I need to wait longer. I was looking for a significant nitrate spike, and I'm wondering if that isn't going to happen with the smaller tank. Maybe it's done cycling already?

Its not gonna happen with that small bioload make sure ammonia is zero and Nitrite is zero before adding inverts.
