I am unfamiliar with a skilter but I assume this is a protien skimmer of some kind I will Take a stab as ask if You have cleaned the airline tubing and or the powerhead/pump working this as it can get glogged with salt. Do you have a powerhead and wher is it pointing EX. parallel to the glass @45º to it @90º to ?

yes i have a power head and its in the back corner pointing at the other back corner of the tank. my skitler has a an air line tube but it has a cap on it. if i remove the cap it does skim the protien but it creat tons of bubble in the tank and the fish, coral dont seem to like it and its reall loud
