A HOB with purigen or carbon would not be a bad idea. You may have to be strategic with your placement but 1 powerhead may be enough. You really have to look at it for yourself when it is set up and see if you have a place where every one of your critters seems to move as much as you think it should. WHenever I buy a specimen I am not familiar with I try to watch the amount of movement it is given in the tank it is displayed in and if it seems to be healthy.
On a side note, "white sebae" is kind of a misnomer. It is not a species but an anemone that is bleached, or has lost the photosynthetic microorganisms it needs to survive. A 17 gallon is much too small to provide the stability a sebae needs, even if it came in good health. They also grow large enough that they could take up most of the 17 gallon tank even if you had a 50 gallon sump to stabalize the water conditions.
