going with a spinning spaybar will be a real trick! if you cant get it to work why not go with a manifold setup? make a spraybar around the perimeter of the tower and have various holes about it. with a tower/trickle filter your goal is to leave as few dry spots as possible, keep that in mind.
Ill keep an eye out for some sort of rotating fitting for you! Right now i am thinking of a pvc union with some modifications to keep it from becoming too tight.

Welcome to TRT!

another option if you are interested in other ideas is to just put an acrylic plate with a lot of holes all over it. depending on the flow having a ton of 1/4" holes should allow enough flow when the entire plate is flooded.

I concur!
it is much easier to that, also it can provide a media tray for you should you decide to use carbon or what not.

How about using one or two a Hydor FLO rotating water deflectors? You could possibly modify them as well. Just a thought.

Welcome to TRT!The spray bar can clog up and stop spinning,a better choise is a drip plate.

I agree, a rotating spray bar is going to be prone to clogging and sticking.

Is this a reef tank or a fish tank you are setting up? For a reef this is a expense you can easily live without
