the main reason to not cement them to the tank, is that they could never be removed if you needed to rework your plumbing. the great thing about bulkheads is you can cut the pipe off both ends, remove the bulkhead, and redo your plumbing whenever you need to. if something happened on either side of the tank, and it was all hard glued to the tank, your only option would be to plug the hole, leave the bulkhead in place, and drill again.
99.9% of the time bulkheads seal perfectly just by threading with the included gasket. if it doesnt seat correctly it can drip, but if you loosen it, reposition the gasket, and retighten it, it should seat perfectly.
