The way you are shooting is great, no flash and the room lights off. The lag time for the shutter on this camera is only 0.1 sec. But the focus lag time on the A70 is kinda slow, up to 1.4 secs. I would try using manual focus and try to predict where the fish will be in focus. This will shorten the lag time of the camera, because it will not have to auto focus.
If you are taking pictures of faster swimming fish it is better not to use a tripod and to follow the fish with the camera and snap the picture. Make sure to follow threw, keep the camera on the fish even while taking the picture. In most cases this will keep the fish from becoming blurred with slower shutter speeds.
