You can scale it down but the biggest way to get the size down is color selection and file type. My avatar is ~75kb. Its not as clear as the original was but I think its ok as my Avatar. If you can't get it to work for you, PM me and I will give you my email address and you can email it to me. I can scale it down and email it back to you.

Mine is saved as a .jpg in MSPaint. Nothing fancy I did to it other than size it down in physical pixel size. In MSPaint you can stretch/skew to resize it, then change the physical size to trim it down to get it small enough to use as an Avatar.

Right click>Save. Open it, remove the black border, stretch/skew it to 35% original size, resize to 198x148, then to 200x150, put a 1 pixel black border back around it and you end up with this:

You can give it that URL for your Avatar image and won't have to save/upload the image. Just give it that URL for a custom Avatar.
