Custom Avatar question?

All,
I am trying to figure out how to load a custom Avatar. CAn anyone help me? Is here a minimum number of post requirements before you are allowed? Or am I jsut missing something?

Yes, there is a minimum. I can't remember it off the top of my head though.

Id assume there is a minimum, but i dont even see the option to browse and upload a custom one from my pc. :/
