With a tank that size and with the goal of keeping an anemone, you should be able to get a reasonable setup with a pendant MH bulb at 150 wtts and in the 10kK color range/temp and keep just about anything. The light footprint will be appropriate for the size of the tank, by using a pendant, you won't have high water temp issues, you'll be able to work in the tank without fighting a heavy hood for a DIY fixture, cost should be reasonable, the only exception to your acquisition list would be EXTREMELY LOW-LIGHT SPP., which you might be able to keep anyway if you shade them or put them back in the corners of the tank. Easy access to the tank will keep your husbandry up, and allow you to feed the anemone on a reguar basis. At 36 gal, I would not add more than 2 aneomnefishes as coinhabitants for the tank, just make it kspecies tank, although it should not be a problem to add other corals that fit this biotope.
