I agree with the above. A 24 inch deep tank is easily lit by 250s. I'm a 15k kind of guy. So I would have to go with the best reflector, very low turbidity and VHO supplements. (That's what I'm doing on my 31 inch tall 225)
I say that with the assumpsion that the water turbidity will be very low. Huge skimmer, BB lots and lots of flow.
If that's not the case I still do not recomend 400 watt MHs with a tank that shallow due to the fact that the top corals will be at a high risk for burning (not that a tank that is 36 inches deep wouldn't have the same issue but 400s are almost required for a tank that tall). I would recommend reducing turbidity and still going with a 250.if turbidity will be an issue then perhaps try a 10K bulb with a couple 75 watt 50/50s next to it.
