Workhorse ballast overdriving?

Does anyone know if the workhorse 7 ballast will overdrive a NO fluorescent like an Icecap will. I have a smaller workhorse ballast and have it hooked up to a single 40 watt bulb and is seems to be overdriving it.

Yes You can use a WH 7 to OD 2 40w 48" NO bulbs.

I did this for about a year.
Now I'm running 2 110w vhos on that same ballast
and they are brighter than the same 2 bulbs on an icecap ballast.
What size WH ballast are you using now?
and how is it hooked up.

I'm not exactly sure what size it is, it was supplied with a pc light setup that I got from a friend. My friend got the lights from AH supply, They are workhorse ballasts but they have a lable from AH on them. It says on it that it is 110 watts max so I think it is a workhorse 6 (EDIT I ment workhorse 5). I have it hooked up with all four red wires to one end of the bulb and the yellow wire ganged across the other end.
