Wavemaker, Power-heads, and Pumps

I'm making a 58 gallon reef setup and got a sump under the tank in the stand with an overflow on the side of the tank. I was told a good setup to get true ocean current would be:

4 (250gph) power-heads, a 400gph pump as a sump return, and a wave maker

This sounds like too much but it came from a good source!? They said to have a bunch of small power heads on a wavemaker. Is a wavemaker just a fancy timer? Any other suggestions?

Knowledge is power!

Yeah a wavemaker is a fancy time, put maxi-jets on it if you go that route because they won't burn out as fast.
