water pump

I rearrangd the tank today, to give the two Clowns more places to hide, caves and bridges, but when I was done, the water pump for my skimmer isn't working

I scrubbed it a bit with my tank toothbrush, but still won't kick in, so afraid I need a new one. . .looked at my reef creations, but had no idea what GPH I needed for the 55 gallon tank

Help?

Could you post a picture if you don't know the name of your skimmer and pump?

previous owner says this thing is finicky, took it apart, cleaned it, the thingie'll spin out of the water, I can feel it humming under the water, but no water is coming out :P

It spins fast out of water, but I submerge it without the top, it slows down. . I'm confused? :P
