I'm not 'in the know', but it appears to be the two-part epoxy stick putty that you use to mount frags to your rocks... I recognize that shade of gray.

oh yea thats mafiamans frag mount...two part epoxy from home depot...i use it to mount larger frags. i just insert the frag into the epoxy before it hardens and stick it on my rock work, or a piece of rubble . this method has always worked for me...mafia man makes the frag tee first, with a dimple in it then superglues the frag in the mount.

I like to mount frags on my home made epoxy T's after the super glues sets up I just push the frag T into a hole in the live rock. As the frag acclimates this allows me to move it around in the tank until I find a place it like and where it can grow out.
If the spot I wish to place the frag does not have a hole I just cut the long part of the T off with some wire cutters. Leaving a good base to super glue the frag any where.

this is what our local HD carrys it goes for about $3.bucks.
I can get about 50+ Tees from one stick. Then I just use cheap super glue jell.
This will place the cost at about 8 cents per frag.
You can also use this epoxy to attach large colonies.
ACE hardware also carrys the Loctite brand of the same stuff, Just make sure the type you buy has no metals in it. Because they make an epoxy for metal. ( this should not be used.)
oops forgot the picture in the first one

In this picture you can see the Tee in action (I've found that coral like to encrust on this stuff)

And here you can see how I've used the same putty to mount a baseball size colony. In three to four weeks it will be coverd in coraline.
