What is that and what will it do???

Also I see a film over the sand it looks like dust and that is what is making the water cloudy( I think)

No it is a filter to help clear your water it works very well and will filter out particles and haze to very small micron readings.

Welcome to the Southdown Milkshake.

i would just let it settle for the next week or two. as bacteria colonize the grains they will get heavier and settle down.

you want to keep as much of the fines as possible if you are using a DSB. using a cannister filter will take these fines out.

Far be it from me to even think about disagreeing....so I won't.
The additional benefit of the canister (beyond the fast clearing) is that all that fine stuff will then be OUT of the tank and not merely settled on and in the sand bed. (first time the powerhead suction cup fails and you are blowing that sand, it will settle quicker if you removed the fines now)

WG

the finer the sand, the more surface area it has for biological stuff to colonize.
