you can, I think they have some uses but not half of what some people think. Unless you have green water I think they are unneeded on most tanks. JMHO (just my humble opinion)

Did I ever tell you about the time Brasky went hunting? Well anyway, Brasky decides he's gonna hunt down all four members of the Banana Splits. He stalks and kills every one of them with a machete. They all beg for their lives, except Fleagul.

it hits the microbes with uv radiation. It mostly doesn't kill but damages DNA and keeps them from reproducing. It can be used to break down organics before skimming but not in your particular setup very easily. It can damage algae but only free floating ones, which are rarely a problem in an aquarium.

It depends on what you want it for clarifying the water or to kill bacteria.

A UV sterilizer on a 10 gallon tank is a waste of electricity and the UV bulb. What little benefit you would get out a UV sterilizer would be gained with water changes and water changes don't use as much electricity and have to be done anyway.
On a larger tank, maybe, but not on a 10G tank.

I have one on the main system, I never use it though. I was thinking I may remove it and use it on the Q/T.

If you use it, just make SURE the water is moving as slow as you can get it. UV sterilizers are one of those things that you can have the water too fast but as long as its moving, I don't think you can have it too slow.
