Thats a simplification, and not entirely true. Tank raised clowns miss out on the interaction of being raised around a host anemome, and so may not respond so strongly to chemical cues or whatever drives them in the wild, but some will host given the chance, no guarentees.
Also keep in mind that in the wilds certain clowns have preferences for specific anemone species.
Another factor maybe that ones destined to become female feel a stronger nesting instinct and may be more apt to host with a suitable coral if a
host anemone is not available.
Its all pretty much by chance, wild caught
fish won't always host in an aquarium, even with the prfered anemone
