Is it a good idea to keep live rock in the sump?

yeah, the more rock to use to filter the better. U can also make some stands for the rock if u want. That way itll be easier to clean underneath it

No, you want to use your sump as a setteling area, if you have live rock down there it is going to load up very fast. The flow that is in the main tank keeps the rock up there from loading up and doing nasty things.

I think that siphoning thread of yours will help solve this problem. Siphon at least monthly, and for the time being crank your skimmer up, skim, skim, skim. That should show the algae who's boss.

Algae is a result of nutrient levels too high, so if you start to have an algae problem it is a good idea to concentrate on eliminating import, and perfecting export. Things like using tap water for W/C and Topoff, not skimming hard enough, not siphoning enough, fish load too high, and feeding too much will all add to your problem.
