I would reconsider the yellow tang - needs a 4' tank. A small specimen will be ok for a little while til it grows so if you opt for this fish, please have an exit plan - either plan to get another larger tank, or be willing to give/trade the fish out at the right time.
As for the Mandarin - these are obligate crustacean feeders - they typically starve to death in small tanks because they eat up the pods before the pods can reproduce in sufficient numbers to sustain a food supply for the Mandarin. They are a beautiful fish and hardy in the *right* situation... but in my opinion a 40 is too small. Sorry
