Spotted Grouper scrubbing against rocks


Hi everyone,
I have this blue spotted grouper for couple days. It's scrubbing itself against the rock right now. I don't see any white spot on them. is that normal for it? Or it's a sign of getting ich. Shall I fresh water dip it and quarantine it?

I have a Panther Grouper and have had hime for about six months now. When I first introduced it into the tank, he did the same thing. He would also go onto his side and scrape the sand. I also thought it to be ich or parasite related, though he did not show any signs of ich (white spotting, etc.) I immediately began soaking all of his food in garlic for prevention and later treated the tank with a small dosing of ParaGaurd. I have not seen this behavior since...
