I agree with Doug, call the consulate. You should also call the passport office and then the state department. The passport office will let you know what she will need, besides a passport, to get in and out. Some countries are requiring other forms of ID now that Travel has become a big issue, especially international. The State Department can give you an idea of any pressing concerns they have as far as safety etc. Argentina is in a bit of a mess right now and Brazil's economy isn't that much better. They may have some warnings out or something that you should be aware of.
A lot depends on the length of stay, if it's just a few weeks she shouldn't have any problem. If it's a more extended stay, she might need to file some additional paperwork.
Some paperwork can take time to get through, though a passport can be obtained in 24 hours if you pay a premium for it.
