If your tank is empty then I would do sand first. Mine unfortunately is not so I am using a long piece of 1 1/2" PVC with a half 2 litre pop bottle duct taped to the top.

Empty tank = sand first, then water. Tank with water and livestock in it = pour in sand gently and slowly, letting it clear between each load.

An empty tank add sand first then put a plate inside the tank and pour the water on the plate(to help the sand stay in place) and fill it up.

if you have water in there and you pour sand in it...don't forget that the water will be displaced. in other words: watch the water level or you'll have a flood on your hands
I know, I do that crap all the time LOL

I do the same thing,.. it helps not cloud my tank as much when I fill it up.

Oh no... another sand thread ... JK, special...I have always put sand and then water, adding it onto a lid or something to keep the sand from sandstorming...

if it's not live sand you're adding, then a good rinse before adding it would help prevent a cloudy tank

pouring the water in onto a large plate helps to keep the milkshaking down. it also helps to very slowly ramp things up over the course of several days. as in, start the return pump 95% closed then every day open it up just a little bit. this will allow the water to flow enough to keep the water oxygenated, yet slow enough to let the sand stay put till the bacteria colonize the sand and makes it heavy.
