OVerflow problem


Okay guys and gals i need some help on this one. my 75 is not draining to the sump properly. when i have the return pump on it wants to overflow sometimes, and others it seems to wait till the last second then flush like a toilet basicly.
any help and suggestions would be great since i want to get this going soon.

lets start from the top..
how many gallons is the overflow rated for?
how many gallons is the pump rates for (GPH)
is it a direct line to the sump
if there are any "t's" where do they go? are they open or closed when this happens?
are you using a "j" tube
can you see ay bubbles inthe lines( that are clear)

the overflow is just a bulkhead that is 1.25 diameter and it goes straight to the sump. the return pump is a little giant rated at 852gph.
i have no clear line so i dont know if there are bubbles

SO is the pump it self not always running?like maybe the impellar is binding up then kicking in?
i am not sue what 1.25 is rated for ( flow wise) it is possible the pump is too much for the that amount of water
