Ok ok ok lets back it up a bit. What kind of corals you going to have? SPS? LPS? Softies? Mixed? Are you trying to save money on lights?
IMO, nothing is better than URI VHO axtinics for making the colors POP out in corals. BTW, URI have internal reflectors. If you have the ice cap 430 run just 2 URI 6 foot long actinics, a 660 will only run three 6 foot bulbs IIRC. If you have the PCs already you can also run those along with the VHOs, I would run a couple dual 10K bulbs. And just evenly space them out.
The actinics will be for coloration and visual splendor. The PCs will be light for veiwing but you'll need more light for photosynthesis. If you want to keep it cool get an icecap 660 and run 3 more 10k bulbs (or 2 10K bulbs and a 50/50). If heat is not an issue get a triple 250 watt MH set up and run 14K bulbs. If your going full out SPS reef top corals then run all the lights listed and have the halides on for noon time sun for 3 or 4 hours.
If your building a canopy for your lights and want to save money the don't buy a reflector. Just paint the inside of the canopy with an exterior grade high gloss white base. It will be 90 percent as good as very expencive relfectors and will be very cost effecient.
