Yes they do, but with a properly matched flow and adequate spacing between the baffles, the velocity of the water will be slow enough to allow the baffles to do what they are designed for. Also, if I'm reading it correctly, the refugium will get all the flow of the sump. If so, you wont get the full benefit of the
macro algae as it absorbs nutrients best under slow flow conditions. Usually an in sump fuge gets a fraction of the water flowing through the sump. Algae takes time to take up nutrients and be efficient.
It really does look a bit complicated but not to say it wouldn't do a good job.
