Narrow Lined Puffer

I saw one locally, and am wondering how hardy they are. I know for the most part puffers are hardy as long as they don't ingest air. I was told that this particular puffer (arothron manilensis) was hard to find and that it came off the coast of Australia. Anyone know how true this is, and if so, does anyone know what the going rate of one of these is? Thanks in advance.
