My old hair alage problem

OK last time I posted I told you about my Monster hair Alage I was having. Since then so Many water changes later and using Phosban and a few things in between I still have Hair Alage. My tank is a 65gal tall and my lighting is pushing 4 96watt pc's 2 are duel Atanic and the other are 2 duel 10,000k. Is my lighting to much for this size tank? My temp is around 78 to 79 degrees. I also have my own Ro/di system but I just found out that not having a Powerhead im my 55 rubbermaid to keep in circulating makes the water go bad faster. I tested my water in the 55gal rubbermaid with a PDS Meter and the readings are about 280pds the same as tap wateror close to it, that cant be good can it? What do you think?

Thats worse than my tap water. My tap is running around 180PPM. I wouldn't think that that Solely would be your issue with the HA. Some people use only tap water and never have HA. It can't be helping it though.

How long is your photo period? Whats your PH, Nitrate, PO4, DKH and bio load like?

Can you post a picture of the HA at is worst?
