If you didn't wash it out.It can take more time to break in.

What kind of bubbles is it producing? are you breaking it in in your sump or a tub filled with saltwater?

don't forget, you will also need to manually adjust it... the air going in and the water coming out.

Dont tinker too much with it at first. When you do get it broke in only make one adjustment at a time then wait for at least a few hours before making any more.

I'd recommend giving ANY skimmer you place into action a vinegar bath ... it (should) remove(s) any oil/grease/manufacturing left overs from the material, and make it easier for the skimmer to break in, as it does not have to first breakdown the film leftovers before it can properly coat & slime up the skimmer.
I generally do this, and my skimmers seem to break in within 24 hours .... when i don't, it can take up to a week.
Recircs generally break in faster than non-recirc skimmers.
Just as recirc skimmers will recover from feedings & hand/arm in tank - foam head will rebuild MUCH sooner.

I have run the MR-1 with a mag 12 an had good results (so long as it is kept clean... ). I also recommend a vinegar wash for new units prior to use in the tank, it WILL cut down on break-in time. Remember that if you have your hands in the tank a ot while setting up a new system, it will cut down on your skimming significantly until the oils off your skin either break down or are effectively removed by some other physical (surface activity) or biological mechanism. The same in the future will be true after feeding or adding new equipment or changing carbon, etc, anything that will affect the surface activity of the water column.
I'm sure you have new PVC or other plastic plumbing in the rest of this new tank (drains/overflows, pump bodies, etc.) that will also affect skimming or foaming activity of the water column, so plan on just waiting out the plasticizers and/or solvents to disappear from the water system. This may take as long as two weeks...
