MH from Ebay

Is there anyway to tell if a bulb IS new if you buy it from an individual that sells them on Ebay.

That is a good question, I don't think that there is.
A lot of on line retailers like some of our sponsors and www.hellolights.com offer them close to the same price as they go for on Ebay. And is much safer. IMO

as far as i know every manufacturer test fires all of their bulbs, so they will all look used when you get them. maybe if there is some corosion around the socket would be your only indicator. even then if it was in an enclosed canopy, that would not work.
