will reducing the nitrates and phosphates limit the HA? If so will vodka dosing get rid of it?

Yes and yes. BUT, dont just go dosing vodka. Do you have a skimmer? Thats the most important part of vodka dosing. Without an awesome skimmer its pointless. Reducing the nitrates and phosphates is key. The trick is to limit feeding. Whats your fish stock? I feed everday...but small amounts. Just do a large water change, and keep up with it. Do you have a quarantine tank? If so, I would put the fish in there for a few weeks and not feed the tank at all, and keep up with water changes. That will help eradicate the problem. Snails will mow it down.......but unless you remove the snail poo, your not doing anything.

well I have a skimmer but it's not in my tank right now, I cut back feeding a lot like every 3-4 days. I turned off the lights for 3 days and it helped a bit but not much, I need to get a lawnmower blenny.
I just did a test on my nitrite and nitrate they were both at 0 so I guess the HA is only feeding off of the phosphates.
I have no snails because they all died.
I have a 55g and a 29g tank that I'm talking about, both have the same problem. I have a 10 gallon that my skimmer is sitting in with salt water but it's not on. I need to throw out the water in the 10g because it has bin sitting there for like 2 moths. so I do have aquarantine tank that is 10g.

I have 2 clowns, 1 bangled cardnal fish, some corals 3 freather dusters. hermit crabs

I have 1 clown, some corals, 2 hermit crabs.

Can you put the inhabitants in your 10 gallon for a few weeks? Then do about a 50% water change.....and maybe run phosban for a few days, that will do a lot for your tank. Make sure you suck out any dietritus, and if you can, stir your sandbed really well before the water change, just to get any excess nutrients out of it that may be causing your problem.
